
Introduction
Higher education received unusually detailed treatment in the BRICS policy architecture developed during India’s 2026 chairship. The New Delhi Declaration adopted at the eighteenth BRICS Summit on 12 September 2026 does not create a supranational university system, a binding accreditation authority or an immediately enforceable right to qualification recognition. It does, however, place education, technical and vocational training, academic mobility, research cooperation, scholarships, artificial intelligence, traditional and indigenous knowledge, institutional governance and exploratory work on a new university evaluation framework within an agreed leaders’ document. Paragraphs 124 and 125 are especially significant because they affirm continued cooperation through existing mechanisms such as the BRICS Network University and the BRICS TVET Cooperation Alliance while also encouraging further work on qualification recognition, mobility and a possible BRICS University Global Ranking and Evaluation System. The most important institutional point is therefore not that a new international education regime has suddenly been created, but that a political framework now exists within which universities are expected to convert broad commitments into workable academic, regulatory and administrative arrangements. [1]
That distinction matters for Indian universities because declarations can easily be overread. A statement that BRICS leaders “encourage” mutual recognition, “support” continued cooperation, or invite “further exploration” of a ranking system is not equivalent to a completed recognition agreement, a common degree regulation or an operational ranking methodology. The 13th BRICS Education Ministers’ Meeting held in Bhubaneswar in August 2026 had already organised cooperation around five priority areas: early childhood and foundational learning, skill development and technical and vocational education, research and innovation ecosystems, mutual recognition of qualifications, and capacity building for academic leadership and institutional development. The summit subsequently gave these education priorities leaders’ level support. This creates a potentially important policy pathway for Indian higher education, but implementation will occur through ministries, regulators, universities, research institutions and professional bodies rather than through summit language alone. A serious analysis must therefore separate adopted commitments, existing mechanisms, proposals under consideration, national targets, statistical observations and analytical recommendations instead of presenting them as if they possess the same legal or institutional status. [2]
Conceptual Background: From Diplomatic Declaration to University Governance
International higher education cooperation operates through several different layers, and confusing them produces unrealistic expectations. The first layer is political coordination, where governments identify common priorities and establish broad direction. The second consists of ministerial or technical mechanisms that negotiate principles, frameworks, working groups or memoranda. The third is regulatory implementation, where national authorities decide whether credits, degrees, campuses, professional qualifications, student data or research arrangements satisfy domestic law. The fourth is institutional execution, where universities must actually admit students, recognise credits, provide supervision, transfer funds, protect research participants, support visas, maintain records and resolve disputes. BRICS education cooperation currently spans all four layers unevenly. The Network University is an existing cooperation mechanism, whereas an additional thematic group on traditional and indigenous knowledge remains a proposal within that mechanism. Academic mobility is an agreed policy objective, whereas automatic mutual recognition of all BRICS qualifications does not presently exist. Exploration of a university ranking framework has political support, but no final common methodology has been adopted. The practical value of the 2026 agenda lies precisely in understanding these differences rather than collapsing them into one claim of integration. [1][2]
The conceptual framework is also broader than internationalisation in the conventional sense of sending students abroad. The declaration connects universities to skills, innovation, industrial change, emerging technology and knowledge systems. Technical and vocational education appears alongside university cooperation because employability and workforce preparedness are treated as part of the education agenda. Research collaboration is linked to wider BRICS science and technology mechanisms, including the STI Framework Programme, shared research infrastructure and the emerging BRICS Global Research Advanced Infrastructure Network. Artificial intelligence is framed not simply as an instructional tool but through safe, ethical and human centred principles. Traditional and indigenous knowledge is treated as a possible field for systematic academic collaboration, raising questions of community participation, intellectual property, provenance, biodiversity, data governance and benefit sharing. This means the policy challenge is not merely one of increasing the number of international agreements. It is one of creating interoperable institutional capacity, meaning that academic rules, research ethics, data systems, credit structures, funding procedures and student support can interact reliably across jurisdictions while remaining consistent with national law. [3][13]
What BRICS Has Actually Agreed on Education and Skills
The New Delhi Declaration gives a reasonably clear account of what has been adopted at leaders’ level. Paragraph 124 welcomes the outcome of the 13th BRICS Education Ministers’ Meeting and recognises the BRICS TVET Cooperation Alliance as a platform for project cooperation, information exchange and resource sharing. It supports stronger skill development systems, digital literacy, workforce preparedness and closer alignment between training and evolving market demand. Paragraph 125 addresses the university dimension more directly. It supports continued cooperation through the BRICS Network University, encourages work concerning mutual recognition of qualifications, academic and professional mobility, scholarships, digital literacy and stronger institutional partnerships, and endorses safe, ethical and human centred use of emerging technologies including artificial intelligence in education. It also records India’s initiative concerning traditional and indigenous knowledge systems and encourages consideration of those fields as an additional Network University thematic group. Finally, it encourages continued organisation of the BRICS Rectors’ Forum and further exploration of a BRICS University Global Ranking and Evaluation System. These are genuine adopted commitments, but the verbs remain important because several elements are directions for continuing work rather than completed institutions. [1]
The ministerial process provides additional institutional detail. The Education Ministers’ Meeting in Bhubaneswar encouraged continued work on qualification recognition and academic leadership, scholarships with particular attention to STEM, research and start up cooperation, and exploratory development of a university evaluation system. A separate labour and employment track adopted BRICS CONNECT in July 2026 as a cooperation network intended to strengthen technical cooperation, knowledge exchange and capacity building concerning labour, employment and skills. This is relevant to universities because the declaration’s education commitments increasingly interact with labour market intelligence. Skills forecasting cannot be performed effectively by universities in isolation if institutions lack current occupational, employer and regional economic information. Similarly, curriculum internationalisation cannot be reduced to adding foreign readings when student mobility, employability, vocational pathways and professional recognition remain administratively disconnected. The 2026 architecture therefore moves beyond conventional cultural exchange toward a more integrated relationship between education, research, skills and labour market policy, although each component remains subject to implementation through separate institutions and national systems. [2][14]

The Network University is the clearest example of an existing mechanism that should not be confused with a single supranational university. A Rajya Sabha reply issued by the Ministry of Education in August 2026 reported collaborative activity among 178 universities across 11 International Thematic Groups and stated that India had 22 institutions in the mechanism. India proposed Traditional and Indigenous Knowledge Systems as a 12th thematic group. The proposal followed a July conference focused on documentation, preservation, protection and the role of digital technologies in traditional and indigenous knowledge. These subjects are academically promising but legally sensitive. Documentation may improve preservation while simultaneously increasing risks of unauthorised appropriation. Digitisation can support access while weakening community control if repositories ignore provenance or customary restrictions. Artificial intelligence may help translation, classification and retrieval while also enabling extraction or synthetic reproduction of culturally sensitive material. A responsible BRICS knowledge initiative therefore needs consent, provenance, access control, community participation and benefit sharing built into research design before large scale digitisation begins, rather than treating ethics as an administrative step added after data have already been collected. [3]
India’s Higher Education Evidence: Scale, Participation and International Readiness
India’s position in any BRICS education initiative is shaped by the extraordinary scale of its higher education system. The Ministry of Education released AISHE reports for 2022-23 and 2023-24 in July 2026. According to the official release, total higher education enrolment reached 4.50 crore in 2023-24, compared with 3.42 crore in 2014-15. Gross Enrolment Ratio for the 18 to 23 age group reached 30.0, while female GER reached 31.2. Scheduled Caste GER was 27.8 and Scheduled Tribe GER 22.8. Female enrolment reached 2.24 crore. STEM enrolment stood at approximately 1.02 crore, with women accounting for 44 per cent of STEM enrolment. The total number of teachers reached 17.32 lakh. These figures demonstrate expansion and wider participation, but they should not be treated as direct evidence of international competitiveness, research quality or credit interoperability. A system can be extremely large while still displaying uneven laboratory capacity, faculty availability, mobility infrastructure and international administrative readiness. Scale creates opportunity, but it also multiplies the cost of weak systems because even a small administrative failure rate affects very large numbers of students. [4]
The data also require methodological caution. AISHE participation is voluntary, and the Ministry expressly states that institutions self report data through the web portal. For 2023-24, 59,533 of 64,756 registered higher education institutions participated, representing participation above 90 per cent. The Ministry applies validation and scrutiny checks, but it also notes that data quality depends substantially upon reporting institutions and that large scale survey limitations may affect outcomes. These caveats are important when national statistics are used to justify international strategies. A university may appear internationally ready because it reports large enrolment or faculty numbers, but actual readiness depends upon the accuracy and granularity of its internal records. International mobility requires reliable transcripts, course descriptions and credit information. Research collaboration requires current records of laboratories, investigators, ethics approvals and grant administration. Skills forecasting requires recent graduate and employer information rather than national statistics released after a long time lag. The internationalisation challenge is therefore partly a data governance challenge: universities must be able to produce auditable institutional evidence faster and at a finer level than national surveys alone can provide. Research and Innovation Capacity: A Stronger Base, but Not a Substitute for Institutional Capability
India’s latest official research statistics show a materially different picture from analyses that still rely on older expenditure data. The Department of Science and Technology’s Research and Development Statistics at a Glance 2025-26 reports Gross Expenditure on Research and Development of ₹244,767.81 crore in 2023-24. GERD reached 0.84 per cent of GDP, compared with 0.64 per cent in 2020-21. The publication projects GERD at 0.87 per cent of GDP in 2024-25 and 0.90 per cent in 2025-26, but those later values are explicitly estimates and should not be presented as observed expenditure. In 2023-24, private sector industry accounted for 45.2 per cent of GERD, central sector institutions for 30.9 per cent and higher education institutions for 12.6 per cent. The higher education share had risen from 8.8 per cent in 2020-21. As of 1 April 2024, the publication reported approximately 5.07 lakh full time equivalent researchers, including about 1.47 lakh women researchers. These figures indicate greater research depth, but they also show why BRICS collaboration must be tied to sustained domestic research capability rather than treated as an external funding substitute. [5]
The international innovation evidence also needs careful interpretation. The World Intellectual Property Organization ranked India 38th among 139 economies in the Global Innovation Index 2025, first among lower middle income economies and first in Central and Southern Asia. India ranked 52nd in innovation inputs and 32nd in innovation outputs, meaning that the index recorded stronger relative output performance than input performance. A ranking of this kind is useful for benchmarking the broader innovation environment, but it is not a direct measure of university teaching quality, research integrity or the readiness of an individual institution to join a multinational consortium. BRICS research infrastructure mechanisms are more directly relevant at university level. The Chennai Declaration adopted at the BRICS Science Ministerial Meeting in August 2026 recorded progress toward operationalising the BRICS Global Research Advanced Infrastructure Network and welcomed development of a BRICS Science and Research Repository. These initiatives could improve access to facilities, datasets and scientific networks, but access to international infrastructure produces value only when universities possess trained researchers, grant administration, co funding, research ethics and technical staff capable of using that access effectively. [6][13]
A further opportunity arises from India’s Research, Development and Innovation Scheme. The scheme has an outlay of ₹1 lakh crore over six years and is designed primarily to increase private sector participation in research and development through long term financing for eligible technology projects. By July 2026, the Government reported that financial assistance of ₹1,000 crore each had been sanctioned to the Technology Development Board and the Biotechnology Industry Research Assistance Council as second level fund managers, with ₹500 crore disbursed to TDB in March 2026. The scheme is oriented toward technology development and commercialisation rather than ordinary university research grants, so it should not be described as a general replacement for competitive academic funding. Its relevance to BRICS lies in the possibility of stronger linkages between universities, laboratories, start ups and industrial partners in strategic technologies. The policy opportunity is therefore to connect international research collaboration with domestic innovation financing without distorting university research toward only immediately commercial outputs. Fundamental research, social science, legal analysis and humanities scholarship remain essential parts of a credible international academic ecosystem. [11]
International Mobility and Qualification Recognition
Mobility is one of the areas where the difference between aspiration and institutional reality is most visible. AISHE related official information records 58,134 foreign students in Indian higher education in 2023-24, while India’s total enrolment was 4.50 crore. NITI Aayog’s 2025 study on internationalisation highlights the much larger outward movement of Indian students and develops several pathways for increasing inbound enrolment. Its Global Benchmarking Approach projects a range between about 85,000 and 1.3 lakh international students by 2030, while its Internationalisation Intensity Approach estimates approximately 1.55 lakh in 2030, 3.59 lakh in 2035 and 7.89 lakh in 2047. These are modelling exercises, not guaranteed future outcomes. Their value lies in identifying the scale of change that would be required for India to become a substantially more international higher education destination. BRICS mobility can contribute to that change only if students are confident that credits, qualifications and academic records will be understood across institutions and that mobility will not produce delays or uncertainty in degree completion. [7][16]
Mutual recognition is therefore more complex than a political statement that qualifications should be recognised. Recognition can involve academic equivalence for admission, credit transfer during a programme, recognition of a completed degree, and professional licensing after graduation. These functions may be controlled by different institutions. A university may recognise an overseas master’s degree for doctoral admission while a professional regulator applies separate rules for practising medicine, law, architecture or another regulated profession. Credit systems can also differ in contact hours, independent study expectations, semester length and assessment structure. A sustainable BRICS recognition framework will consequently require transparent qualification descriptors, reliable digital records, agreed procedures for authenticating documents and mechanisms for resolving disputed equivalence. India’s National Education Policy 2020 and credit reform initiatives provide a domestic foundation for greater flexibility, but international portability requires documentation intelligible outside the originating institution. The most practical short term reform is not automatic recognition of everything, but predictable recognition procedures with published criteria, timelines, appeal routes and programme level information. [2][12]
Foreign university campuses add another dimension to the internationalisation landscape. In an August 2026 parliamentary reply, the Ministry of Education reported that the University Grants Commission had issued 16 Letters of Intent to foreign higher educational institutions from Australia, Italy, the United Kingdom and the United States. Four institutions had received Letters of Approval to begin academic operations in Mumbai, while the University of Southampton and the University of New South Wales had already established campuses in Gurugram and Bengaluru respectively. These developments demonstrate that internationalisation within India is becoming more diverse, but a foreign branch campus is not the same as reciprocal student mobility across BRICS. A branch campus primarily changes the location at which a foreign provider delivers education. BRICS mobility requires students to move between independently governed systems while preserving academic progress. India therefore needs both forms of internationalisation: greater domestic access to international providers and stronger mechanisms enabling Indian universities to exchange students, staff, research and credits with overseas partners on predictable terms. Artificial Intelligence, Digital Education and Traditional Knowledge
Artificial intelligence appears in the BRICS education agenda as an emerging technology that should be used safely, ethically and in a human centred manner. That language is consistent with the broader policy direction adopted at the India AI Impact Summit in February 2026, where the New Delhi Declaration on AI Impact emphasised collaboration, access, trustworthiness, resilience and social benefit. For universities, however, high level principles are only the beginning. Institutional questions arise immediately when generative AI is used for assignments, examination preparation, research writing, translation, disability support, student advising, admissions, plagiarism detection or predictive analytics. Each use involves different risks. A generative tool used voluntarily for language support is different from an automated system that influences admission or disciplinary decisions. A university therefore needs rules on disclosure, human review, data processing, procurement, accessibility, academic integrity, authorship and research ethics. A declaration supporting human centred AI becomes meaningful only when a student can identify when AI has influenced an institutional decision, understand the basis of that decision and obtain meaningful human review where necessary. [1][9]
Traditional and indigenous knowledge presents a parallel governance challenge because digital technology can both preserve and endanger knowledge. The 2026 BRICS Network University discussions focused on mapping, identification, documentation, preservation and digital technology, while the leaders’ declaration encouraged consideration of traditional, indigenous and local knowledge systems as an additional thematic group. Universities should approach this field through more than conventional research consent forms. Some knowledge may be collectively held rather than attributable to one individual. Some material may have cultural restrictions on disclosure. Digitisation can make information searchable globally in ways that participants did not anticipate. Commercially valuable medicinal, agricultural or ecological knowledge may raise questions of intellectual property and benefit sharing. Artificial intelligence adds another layer because material placed in digital repositories can potentially be used for model training, automated translation or synthesis. Responsible academic collaboration therefore requires provenance records, community participation, differentiated access controls, clear intellectual property arrangements, benefit sharing where applicable and procedures allowing communities to identify information that should not be placed in unrestricted repositories. [3]
Practical Applications for Indian Universities
Universities do not need to wait for every BRICS negotiation to conclude before improving institutional readiness. The first task is a credential audit. Each programme should have a current description of qualification level, duration, learning outcomes, credit requirements, assessment methods, grading scale and progression rules. Transcripts should use consistent course codes and should be digitally verifiable. The second task is partnership mapping. Instead of signing broad memoranda that promise cooperation in every possible field, universities should identify research groups with demonstrable capacity and match them to relevant BRICS thematic areas. The third task is mobility governance. Institutions should establish procedures covering nomination, prior credit approval, student welfare, insurance, visa documentation, accommodation, assessment conversion and recognition after return. The fourth task is research administration, including standard clauses on intellectual property, data management, publication, authorship, ethics approval and dispute resolution. These reforms are valuable even if a particular BRICS initiative develops slowly because they improve the university’s ability to cooperate with international partners generally.
A second set of applications concerns skills and employability. The BRICS education and labour tracks both emphasise skills, workforce preparedness and changing economic demand. Universities should therefore move beyond curriculum revision based primarily on periodic meetings and anecdotal employer feedback. Career offices can produce programme level evidence on placement, internship conversion, occupational destinations, salary ranges where appropriate, employer demand and emerging skill requirements. Departments can then compare course outcomes with this evidence without allowing short term labour demand to eliminate broad academic education. Technical and vocational institutions may need even more direct industry linkage, while general universities should preserve critical thinking, research capability and disciplinary depth. The correct balance is not to turn every degree into narrow occupational training, but to make students aware of how knowledge translates into professional contexts. BRICS skills cooperation will be most useful where universities can contribute reliable local evidence to cross national forecasting instead of merely receiving a list of fashionable skills from an international forum.
Limitations and Methodological Cautions
Any assessment of the BRICS higher education agenda must acknowledge the limits of the available evidence. First, leaders’ declarations and ministerial statements demonstrate political agreement, but they do not establish implementation outcomes. A commitment may remain active for years while national regulators negotiate technical details. Secondly, official national statistics often refer to different academic years and publication dates. AISHE 2023-24 was released in July 2026, while some research indicators describe 2023-24 using a separate national science and technology survey. Thirdly, projections must be distinguished from observations. DST’s values of 0.87 per cent GERD for 2024-25 and 0.90 per cent for 2025-26 are projections in the 2025-26 publication, while the 0.84 per cent value for 2023-24 is reported as observed. NITI Aayog’s estimates for international student enrolment in 2030, 2035 and 2047 are modelling scenarios rather than guaranteed outcomes. Policy analysis becomes misleading when a projection, institutional aspiration or ministerial proposal is placed beside an observed statistic without clearly identifying the difference in evidentiary status. [5][7]
Faculty capacity is another limitation, and here coverage must be stated accurately. The 364th Report of the Department related Parliamentary Standing Committee on Education, Women, Children, Youth and Sports examined faculty vacancies in UGC funded Central Universities. The data cited in subsequent parliamentary analysis show 18,940 sanctioned teaching posts, 13,530 filled posts and 5,410 vacancies, approximately 29 per cent, with particularly high vacancy shares at professor and associate professor levels. These figures should not be casually described as a single vacancy rate for all Indian higher education institutions because state universities, private universities, IITs, NITs and other categories have different staffing systems and datasets. Nevertheless, the underlying issue is directly relevant to BRICS cooperation. International research, doctoral supervision, curriculum reform, mobility coordination and grant management all require academic time and senior institutional leadership. An internationalisation strategy that expands obligations without addressing workload and faculty availability may produce more agreements while reducing the capacity to deliver them well. [10]
Major Debates and Competing Viewpoints
One major debate concerns whether BRICS can provide a meaningful alternative centre of academic cooperation or whether it will remain secondary to older networks concentrated in North America and Europe. Supporters can point to the scale of BRICS economies, expanding research systems, diverse knowledge traditions and the possibility of South to South collaboration that addresses development questions often underrepresented in established global research agendas. Shared infrastructure, joint doctoral work and stronger academic mobility could diversify partnerships and reduce dependence on a limited set of international destinations. Sceptics can reasonably respond that institutional diversity across BRICS creates substantial problems of language, academic calendars, quality assurance, credit systems, funding and professional recognition. Neither view should be treated as automatically correct. The appropriate test is empirical: cooperation should be judged by completed joint work, student outcomes, research quality and reliable recognition procedures rather than by the geopolitical symbolism attached to the partnership. BRICS can add valuable options without requiring Indian universities to abandon productive partnerships elsewhere.
A second debate concerns the proposed BRICS University Global Ranking and Evaluation System. Existing global rankings are frequently criticised for methodological choices that may privilege research volume, reputation surveys, international visibility or database coverage in ways that advantage already prominent institutions. A new evaluation framework could create space for indicators relevant to teaching access, social impact, regional development, affordability, multilingual knowledge, sustainable development or South to South collaboration. Yet an alternative system would have little credibility if its purpose were merely to produce politically preferred rankings. Methodology must be public, indicators must be measurable, weights must be justified, data should be auditable and sensitivity analysis should show how rankings change when assumptions change. Universities should also resist optimising behaviour around an evaluation model before its methodology exists. The strongest contribution India can make is to advocate transparent measurement rather than simply a different hierarchy, because a ranking that cannot withstand methodological scrutiny would reproduce the weaknesses it claims to correct.
A third debate concerns the relationship between internationalisation and equity. Expanded mobility, international research and foreign campuses can create educational opportunity, but their benefits may concentrate among universities and students already possessing financial and linguistic advantages. Travel, accommodation, visa costs and the opportunity cost of studying abroad can exclude students even where tuition support exists. International offices in well resourced institutions may be able to respond quickly to partnership calls while smaller state universities struggle with administrative staffing. Digital collaboration can reduce some costs but creates its own inequalities in infrastructure and access. Policy must therefore consider whether BRICS opportunities are reaching institutions outside major metropolitan centres and whether scholarships cover the full cost of participation. Internationalisation should be evaluated not only by how many opportunities exist, but by who can realistically use them and whether participation produces academic credit, research advancement or employment value after students return.
A Structured Framework for Testing Institutional Readiness
Institutional readiness should be evaluated through evidence that can be independently checked rather than through international branding. A university may have dozens of overseas memoranda yet very little active exchange. Another may have only a few partnerships but substantial joint research and credit bearing mobility. An effective evaluation system should therefore examine processes and outcomes separately. Process evidence asks whether the university has documented credit recognition, mobility, ethics, data protection and research administration procedures. Outcome evidence asks whether students actually moved, credits were recognised, joint supervision was completed, research funding was obtained, publications or datasets were produced and community safeguards were respected. The strongest assessment combines both. A university is not internationally ready merely because it can sign an agreement; it is ready when it can carry an agreement from negotiation through implementation, documentation, student protection, academic recognition and evaluation. The framework below can be used internally without waiting for a BRICS ranking methodology.
Policy Implications and Opportunities for India
India’s first policy opportunity is to make academic records internationally intelligible without surrendering legitimate national or professional standards. Digital verification, clear qualification descriptors and standard explanations of credit and grading can substantially reduce the administrative cost of recognition. National policy should also encourage universities to publish credit transfer and recognition decisions in a structured form so that students can predict outcomes before travelling. A second opportunity is to widen participation in international networks beyond institutions with established global offices. Competitive seed funding for state universities, private universities and specialised institutions could support consortium building, joint workshops and proposal development where a strong academic case exists. A third opportunity concerns research infrastructure. BRICS GRAIN and the proposed science repository could provide particular benefit to universities that cannot independently purchase expensive scientific infrastructure, provided access criteria, scheduling, cost allocation, intellectual property and data rules are transparent. The central policy objective should be connected capacity, meaning that national systems help institutions make practical use of international opportunities rather than merely announcing that those opportunities exist. A fourth opportunity lies in combining India’s domestic reform agenda with international cooperation. NEP 2020 already supports multidisciplinary learning, internationalisation, research strengthening and flexible academic structures. BRICS cooperation can provide additional partners through which these reforms are tested in practice. For example, joint courses can reveal whether Indian credit descriptions are sufficiently clear for international transfer. Co supervised doctoral programmes can expose differences in research ethics and examination procedures that need formal solutions. Skills forecasting can improve if Indian universities compare employer evidence across economies rather than relying entirely on local surveys. Traditional knowledge collaboration can encourage better institutional understanding of community rights and responsible digitisation. AI cooperation can help universities compare approaches to academic integrity and data governance. The most useful international partnership is therefore one that improves domestic institutional systems while also producing cross border academic value, rather than an arrangement existing primarily for visibility, ceremonial visits or promotional material.
Policy should also preserve plurality. BRICS should be treated as an additional cooperation platform rather than as an exclusive academic orientation. Indian universities benefit from collaboration with institutions in BRICS countries, Europe, North America, East and Southeast Asia, Africa, Latin America and other regions. Research quality generally improves when scholars can choose partners according to disciplinary fit, infrastructure and intellectual complementarity rather than geopolitical category alone. Government can create frameworks and remove administrative barriers, but academic collaboration should remain substantially driven by researchers and institutions capable of identifying genuine scholarly value. The same principle applies to ranking. If a BRICS evaluation framework emerges, Indian institutions should participate seriously while continuing to examine other accreditation, ranking and quality measures critically. Strategic autonomy in higher education is strengthened by having more credible partnerships and more reliable information, not by replacing one exclusive international hierarchy with another.
Research Opportunities for Universities
The 2026 agenda creates a substantial interdisciplinary research programme for Indian universities. Law faculties can compare rules on qualification recognition, professional licensing, cross border education, data protection, artificial intelligence governance, intellectual property and indigenous knowledge across BRICS jurisdictions. Education researchers can examine whether mobility improves learning outcomes, degree completion, research capability, employment or intercultural competence instead of simply measuring participation. Economics and management researchers can develop skills forecasting models using vacancies, wages, placement outcomes, sectoral production and employer surveys. Computer science departments can study privacy preserving credential verification, multilingual learning systems, responsible AI and secure academic records. Public policy scholars can investigate whether international research funds and infrastructure reach universities outside established centres of excellence. Bibliometric researchers can test alternative university evaluation systems for reputation bias, disciplinary imbalance and sensitivity to indicator weights. The strongest university response is therefore to make BRICS cooperation itself an object of empirical research, rather than assuming that institutional cooperation is beneficial merely because governments have endorsed it.
Research on traditional and indigenous knowledge requires particularly careful methods. Universities can study how legal concepts of intellectual property interact with collective or intergenerational knowledge, how digital repositories should represent provenance, how community permissions can be recorded, and how benefit sharing operates where research produces commercial or technological value. Researchers can also examine whether artificial intelligence systems trained on multilingual and culturally specific material reproduce or distort meaning. Mobility research offers another important field. Cohort studies could compare students who participate in BRICS exchanges with academically similar non participants, examining credit loss, degree delay, employment, research activity and language acquisition. Institutional research offices can assess how much staff time and administrative expenditure are required to maintain international partnerships and whether outcomes justify those costs. Such evidence would help move policy from counting agreements and participants toward understanding which models of cooperation produce durable educational value and which create administrative activity without equivalent academic benefit.

The next phase will depend on whether proposals acquire technical rules and sustained institutional ownership. The proposed traditional and indigenous knowledge thematic group requires governance approval and ethically credible operating rules. A BRICS university evaluation system requires a published methodology before institutions can sensibly respond to it. GRAIN and the science repository require operational arrangements governing facility access, data sharing, cost, intellectual property and cybersecurity. Mobility requires scholarship, accommodation, visa and credit systems that function together rather than separately. Artificial intelligence requires universities to convert general principles into rules covering specific educational uses. These are detailed administrative tasks, but they are precisely where international cooperation either becomes durable or remains symbolic. The future value of the 2026 agenda will therefore be determined less by the number of additional declarations adopted and more by whether common ambitions become routine, reliable and reviewable university processes. India also has an opportunity to shape future cooperation through evidence rather than scale alone. Its higher education system provides large and diverse populations in which models of multilingual education, digital credentials, artificial intelligence governance, technical education, traditional knowledge research and international mobility can be tested across different institutional types. That diversity is valuable only if evaluation includes institutions outside the most visible national universities and if data systems permit comparison without erasing local context. Future policy should therefore encourage interoperable standards where standardisation is genuinely useful, while preserving institutional and disciplinary diversity where uniformity would reduce educational quality. A mature BRICS education architecture would not require every member to become academically identical; it would make differences understandable enough that students, teachers, researchers and institutions can cooperate without unnecessary uncertainty.
Conclusion
The BRICS education agenda adopted during India’s 2026 chairship is significant because it moves beyond a general commitment to academic exchange and identifies specific areas where institutional cooperation can deepen. The New Delhi Declaration supports the BRICS Network University, TVET cooperation, qualification recognition, academic and professional mobility, scholarships, responsible use of artificial intelligence, traditional and indigenous knowledge collaboration, stronger institutional governance and further exploration of a university evaluation framework. Parallel science and labour mechanisms expand the agenda through research infrastructure, knowledge repositories, skills cooperation and innovation. At the same time, none of these developments should be overstated. Recognition remains a field for further work, the proposed additional thematic group requires governance processes, a common ranking methodology has not yet been established, and international research platforms do not substitute for domestic faculty, funding or administrative capability. The correct interpretation is therefore neither that BRICS has already created an integrated higher education area nor that its declarations are merely ceremonial. It has created a policy framework whose significance will depend upon implementation. [1][2]
For Indian universities, the immediate task is practical. Institutions can improve credit documentation, digital verification, research administration, mobility procedures, AI governance, traditional knowledge safeguards, skills evidence and partnership evaluation without waiting for another summit. National policy can support that work by making recognition more predictable, widening access to international networks, connecting universities to shared research infrastructure, funding institutional capacity and insisting upon transparent evidence when evaluating internationalisation. Universities should measure partnerships by completed student, teaching and research outcomes rather than by the number of agreements signed. Researchers should examine who benefits from international cooperation, which models work across different institutional settings and whether new evaluation systems genuinely improve fairness and accountability. If these foundations are developed, BRICS can become one useful layer of India’s wider global academic engagement, strengthening research, mobility and institutional learning while preserving national law, academic standards and university autonomy.
